It reveals the $6 million Climate Change Commission will have five commissioners, each earning an average of $300,000, in line with the mid-point of pay guidelines set by the Remuneration Tribunal.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;The commission, which the government expects to start in October and last four years, is intended to be an independent source of information and expert advice to explain the science of climate change and report on international action.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;Part of the commission's role will be to assist the 150-member Citizen's Assembly, a group designed to find a consensus on the issue.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;The costing request shows the government expects the assembly to meet three times, the first being later this year and then twice more by the middle of 2012. The government expects its plan to cost $2.7 million.&lt;/span&gt;&lt;br /&gt;This panel is the silliest idea of the campaign and of course all the information supplied to the panel will be warmist propaganda with a predictable result. Depicting it as the grand narrative that human greed and profligacy are changing the world’s climate apocalyptically, a sin that can only be appeased through public confession and self-sacrifice to the Goddess, Gaia-- a Grand Narrative that has now spectacularly collapsed before our eyes, even though certain politicians are as ever well behind the curve and are currently stranded alongside the professionally compromised activists who will never admit their epic error -- Stott observes that an explanation for the phenomenon can be provided by the psychological theory of Maslow’s ‘hierarchy of needs’:&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;As our basic needs are fulfilled and life gets more secure, so we place more emphasis on higher tiers. This rationalises our increasingly rights-based culture and the rise and entrenchment of environmentalism in everyday life. Subsistence farmers or poor labourers have more pressing needs to fulfil. But the obverse of this is that, as short-term, pressing threats are lifted, we have time to focus on longer-term or less urgent ones. &lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;By this reckoning, there would need to be some fairly significant changes for the present obsession with climate catastrophism to be replaced. The economic crisis has already played some part: it is virtually impossible to deliver radical and expensive policies at a time when painful cuts are being made in spending on basics such as welfare and education. A hypothetical contact with an alien civilization could at some stage again shift our focus. &lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;But there is another crisis which is almost upon us. The chances are that energy insecurity will hit us in the next few years. Ignoring the Peak Oil arguments for now, there is a looming gap in electricity generating capacity as ageing coal- and nuclear- powered stations are decommissioned and at least part of the slack is unrealistically expected to be taken up by a large expansion of renewable power generation.” &lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;It appears that, the higher we move up the Maslow pyramid, the greater is our need for theoretical, manufactured, future ‘catastrophes’. ‘Global warming’ thus comprised the classic ‘need’ of the ‘loads-of-money’ generation. But, we are now plunging back to reality, so that we no longer require this particular ‘catastrophe’ for our psychological fulfilment. Of course, new ‘catastrophes’ will surely arise to replace it, and they are already doing so, in the guise of food and energy security, and genetic choices, among many others. &lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;Meanwhile, here on Climate Depot is yet another stab at explaining this from a former believer in the faith who has now apparently seen the light. Physicist Dr. Denis Rancourt, a former professor and environmental science researcher at the University of Ottawa, now says that the entire man-made global warming movement is nothing more than a ‘corrupt social phenomenon.’&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;‘It is as much psychological and social phenomenon as anything else... Global warming is strictly an imaginary problem of the First World middleclass...The modern environmental move has hijacked itself by looking for an excuse to stay comfortable and stay away from actual battle. Ward Churchill has called this pacifism as pathology,’ he explained. ‘If you are really concerned about saving world's forests or habitat destruction, then fight against habitat destruction, don't go off in tenuous thing about co2 concentration in the atmosphere. Actually address the question; otherwise you are weakening your effect as an activist.’&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;A telling point, surely. The modern activist wants jam with everything. Well-heeled Greens rail against capitalism and technological progress while personally benefiting hugely from their unique bounty. In similar vein, militant atheists rail against Judeo-Christian ethics while wanting to retain the human rights these codes have uniquely bestowed upon western society. As such, maybe Maslow’s ‘hierarchy of needs’ might be refined for the western intelligentsia to become a ‘hierarchy of humbug'.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: white;"&gt;Catastrophism such as the Global Warming cult is only possible where a large part of society has become so complex and divorced from the basic requirements of survival such as finding food and shelter&amp;nbsp;&amp;nbsp;that people can mentally indulge in such creations. This societal self-mutilation is occurring worldwide but particularly in Europe and by some countries such as Spain and the UK that can least afford it. &lt;br /&gt;&lt;a href="http://blogs.telegraph.co.uk/news/jamesdelingpole/100048905/we-need-to-talk-about-wind-farms/"&gt;James Delingpole&lt;/a&gt; comments on the UK situation where , deeply in debt , the UK government is proposing huge investments in wind power ,&amp;nbsp; summed up by James in inimitable fashion.&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;Above all, though, we need to stop kidding ourselves that if only we concentrate on how thoroughly marvellous Michael Gove is or what a splendid idea elected police chiefs are, this nasty, scary energy policy our Coalition has decided to foist on us will somehow magically evaporate. At the moment, we seem to be allowing their spokesmen to get away with all manner of nonsense, such as:&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="background-color: #ffe599;"&gt;1. Britain needs to set an example on CO2 reduction.&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;No it doesn’t. At least not unless you believe in futile, suicidal gestures. China’s burgeoning CO2 output alone is more than enough to wipe out any paltry emissions Britain makes by going “low carbon”.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;&lt;strong&gt;2. It will create green jobs&lt;/strong&gt;.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;Only in places like China, where the wind turbines are manufactured. There will be no benefits to the British economy, just a disastrous replay of the Spanish experience where for every “green job” created by government subsidy, 2.2 jobs were lost in the real economy.&lt;/span&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="background-color: #ffe599;"&gt;3. It will provide “energy security”.&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;No it won’t. Because wind power is so unreliable, it has to be backed up by conventional power such as coal or gas. If energy security is really what we want we should go for more coal-fired power. We are, after all, sitting on an island of coal.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;&lt;strong&gt;&lt;span style="background-color: #ffe599;"&gt;4. It doesn’t destroy property values, ruin views, chop birds to pieces, or create a low subsonic hum which drives anyone unfortunate to live by a wind farm mad.&lt;/span&gt;&lt;/strong&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;Yep. Sounds like you’ve been taking your daily dose of propaganda from the likes of Renewable UK and Polly Toynbee, who thinks wind farms are rather attractive.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;5. &lt;strong&gt;The future is low carbon&lt;/strong&gt;.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;Says who? What we need, now more than ever, is cheap power to generate the economic growth the world needs to lift itself out of the looming double-dip recession. Low carbon energy is, by definition, not cheap.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;&lt;strong&gt;6. But what about “climate change&lt;/strong&gt;”?&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;What about it? If it’s “global warming” you’re worried about, it stopped in 1998. Global cooling is a much more imminent and serious problem. Recent changes in the Pacific Decadal Oscillation mean that we’re now set for a 30 year cooling period guaranteed to make a mockery of all our fears about “global warming.” Yet here we are, embarked on a policy guaranteed to raise our energy bills to unaffordable levels, as we enter a period of colder winters.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;This nonsense has got to stop. People, are you with me?&lt;/span&gt;&lt;br /&gt;&amp;nbsp;Green energy projects will&amp;nbsp;mostly end up like the hulks of &lt;a href="http://www.americanthinker.com/2010/02/wind_energys_ghosts_1.html"&gt;dead wind generators&lt;/a&gt; of past follies bringing to mind the words of Shelley's Ozymandias:&lt;br /&gt;&lt;em&gt;Look upon my works, ye Mighty, and despair!” &lt;/em&gt;&lt;br /&gt;&lt;em&gt;&lt;/em&gt;&lt;br /&gt;&lt;em&gt;Nothing beside remains. In a number of incidents, people who have committed criminal acts have been acquitted or had their cases dismissed purely because they represent a politically correct cause or belong to a "powerless" victim group. &lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;An English jury decided in September 2008 that causing more than £35,000 of damage to a coal-fired power station was justified as a protest against man-made global warming. The jury at Maidstone Crown Court cleared six Greenpeace activists of criminal damage after they argued that they had a '"lawful excuse" to trash property at Kingsnorth power station in Kent to prevent even greater harm caused by climate change.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;The jurors arrived at this decision having sat through a propaganda barrage by prominent advocates of the man-made global warming theory, including the pioneer green evangelist James Hansen and the environmental campaigner and newly elected Tory MP Zac Goldsmith. The court case was thus effectively turned into a platform for tendentious ideological propaganda, which appears not only to have been endorsed by the jurors but to have persuaded them that it even justified destroying someone's property. &lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;In a similar English case last month at Hove Crown Court, seven activists were acquitted after causing £180,000 in damage to an arms factory owned by a company that sold military equipment to Israel, when they argued they were seeking to prevent "Israeli war crimes" against Palestinians. &lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;The activists had broken into the factory at night, having previously videotaped interviews declaring their intention to smash it up. Yet with hostility to the Jewish state now at white-hot levels in Britain, such otherwise criminal activity is deemed to be justified by a jury if it is committed in the cause of damaging Israeli interests. &lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;Even the judge in this case, George Bathurst-Norman, appears to have agreed. In his summing-up, he instructed the jury that "you may well think that hell on earth would not be an understatement of what the Gazans suffered in that time." He also highlighted the testimony to the court by Caroline Lucas, a Green member of Parliament, who argued that supposedly "all democratic paths had been exhausted" before the activists had embarked upon their action. What "democratic paths"? Israel was trying to prevent Hamas—considered a terrorist organization even by Her Majesty's government—from firing rockets at Israeli civilians.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;Whatever one's view of that conflict, it is a political opinion. It surely should have nothing to do with the exercise of English law designed to protect people's property against criminal damage. It really has come to something when a British judge appears to be encouraging a jury to excuse criminal activity because he sympathizes with the political motive behind it. In May, the U.S. Justice Department suddenly dismissed a voter-intimidation case against members of the New Black Panther Party. Dressed in black uniforms and jackboots, with one of them menacingly tapping a baton, they stood at the entrance of a Philadelphia polling booth on the day Barack Obama was elected president, hurling threats and insults at people turning up to vote, such as "white devils" or "You're about to be ruled by the black man, cracker." &lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: white;"&gt;It seems that Nazi Brownshirts have today been replaced by Greenshirts&amp;nbsp;, Black Panthers and a myriad of left-wing&amp;nbsp; activist groups who it seems, are above the law.. That compares to the £80 spot fines that can be issued by police to people caught shoplifting. &lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;The controversial rules have been condemned as "draconian" and are deeply unpopular with householders. &lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;Councils insist the fines are necessary. They say that wheelie bins left on pavements are unsightly and may cause a hazard to the elderly. &lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;They claim they must enforce rules on recycling to ensure the government can meet European targets on reducing the amount of rubbish which goes to landfill. &lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;Environmental wardens, nicknamed the "bin police" are sent out to look for infringements and in some cases have rummaged through people's rubbish to inspect the contents or even to find documents linking the rubbish to householders. &lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;As well as the fines, local authorities have issued 24,914 official Statutory Notices last year threatening householders with fines. By the end of the century, temperatures could rise up to 14 degrees Fahrenheit in the region. Cities across New England, which historically experience only one or two days per year above 100 degrees each summer, could average 20 such days per summer, while more southern cities such as Hartford could average nearly 30 days. The character of the seasons will change significantly. Spring could arrive three weeks earlier, with summer lengthening by about three weeks, autumn becoming warmer and drier, and winter becoming shorter and milder."&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;Okay, based on actual empirical evidence, are any of the above GW claims likely to happen within the next 60 to 100 years. In a word, NO. The linked postings above clearly document the global warming lies (or, if you prefer, the wildly speculative, irresponsible predictions with no basis in reality) on the Democrat's site. An example is the statement that the Northeast region's temperatures may rise 14 degrees by 2100. That claim is so outlandishly bogus it becomes synonymous with an outright lie. &lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;In a further examination of the data, the charts below show the impact of the huge amounts of global CO2 emissions on U.S. Northeast regional summer and winter temperatures since 1895. How big was that impact? Well, as the charts depict, just about squat. And whatever squat Northeast warming has occurred is most likely explained by a combination of natural forces and land-use forcings, not human CO2 emissions. And by the way, note both charts reveal 10-year average temperatures (red curve) being higher prior to the 1970's.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;Why do politicians get away with the bullstuff lying like this? This type of design has as much commercial&amp;nbsp;application as a chocolate tea-pot but will have greenies all over the world wetting themselves at the prospect of solar powered flight. Putting it in perspective a solar panel can develop up to a maximum of 100 watts per square meter - a commercial &lt;a href="http://www.ecofriendlymag.com/sustainable-transporation-and-alternative-fuel/pop-quiz-which-has-a-greater-power-output-a-boeing-747-or-an-aircraft-carrier/"&gt;747 uses 140 million watts&lt;/a&gt; in normal flight .A solar panel area of 1Km by 1.4 Km would develop that power at midday with the sun directly over-head which would present a few minor aircraft design problems that even the NYT should be able to understand!&lt;br /&gt;&lt;a name='more'&gt;&lt;/a&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;The Solar Impulse, whose sponsors include Deutsche Bank, is not the only solar-powered aircraft. The project is just one of many seeking a radical breakthrough to reduce the effect of aviation on the environment. &lt;/span&gt;&lt;br /&gt;&lt;br /&gt;There is no breakthrough possible in this direction and even a preliminary engineering evaluation would show that.&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;Among the major airlines, there have been remarkable advances in biofuels aimed at reducing the footprint of commercial aviation drastically. The financial crisis has prompted several national stimulus packages and a joint effort to keep Greece afloat, while the EU is in danger of being outstripped by other economies that are growing faster, producing more efficiently and at lower costs. &lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;One bright spot is that politicians remain committed to responding to global warming. Unfortunately, their plans do not withstand scrutiny. New research shows that the EU's "20/20/20" policy, which aims to cut greenhouse gas emissions to 20 per cent below 1990 levels by 2020 (and ensure 20 per cent renewable energy), will cost hundreds of billions of euros but yield only tiny benefits. The UK alone will be hit to the tune of an annual 35 billion euros (£28 billion). &lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;As a cost-benefit analysis by the climate-change economist Richard Tol shows, any single regional carbon-reduction scheme will have a very small effect on emissions and temperature rises across the globe. That's not an argument against ever implementing one: but it means that it's crucial that the numbers stack up. &lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;The EU recently stated that it would cost £39 billion a year to meet its emissions target. That figure is implausibly optimistic. Averaging out the best-regarded economic models shows that, even if politicians got their policies exactly right, the cost would come to at least £90 billion a year. &lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;And Europe has not got it exactly right. Instead, it has made things worse, by introducing additional red tape, complication and constraints – in particular, that 20 per cent renewable-energy target. This is expensive because popular "green" energy sources such as wind and solar power cost more than replacing coal with gas. As a result, the real cost of EU policy is likely to be as much as £170 billion. &lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;In his study for the Copenhagen Consensus Centre, Tol assessed the net economic benefits of this policy. Using the conventional estimate that one ton of carbon dioxide is likely to cause about $7 (£4.50) of damage, he found that the total benefit of the EU policy was just £5.7 billion. In other words, every euro spent is likely to generate just three cents' worth of benefits. My research shows that by the end of this century, the EU's approach will reduce temperature rises by approximately 0.05C – almost too small to measure. &lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;&lt;br /&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;The tragedy is that the EU could do much better for the world, and for itself. For far less than £8 billion a year the EU could halve the incidence of malaria, provide micronutrients (particularly vitamin A and zinc) to 80 per cent of the world's undernourished children and prevent a million deaths from TB. &lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;EU leaders should not abandon the fight against climate change. But instead of wasting vast sums on a pointless policy, they should invest in developing green-energy alternatives. The reason it costs so much to reduce carbon emissions is that the green alternatives aren't close to being ready to replace oil and other fossil fuels. Change this, by investing in R&amp;amp; D, and the global impasse over climate change disappears. If we had affordable green-energy sources, everyone – including China and India – would buy them, and long-term emissions would drop significantly. &lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;What Europe must not do is continue to barrel down a path that makes no economic sense. Yet it seems committed to its reckless course. The European Commission wants to toughen the carbon-reduction target to 30 per cent below 1990 levels – which Tol calculates would cost roughly £370 billion a year, twice as much as the existing plans. The effect, over the next 90 years, would be to reduce temperatures by an additional one-hundredth of a degree. &lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;Expensive, poorly conceived carbon-emission plans such as the EU's will cause major economic damage and political strife, while doing little to slow global warming. Europe must change course. &lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Lomborg believes in Global Warming but is a realist and a humanitarian believing that there are much more pressing needs for the resources diverted so-called carbon pollution. If that is to be achieved, between 400,000 and 1.8 million homes a year will have to be upgraded between now and then, at an annual cost of between £5 billion and £15 billion. &lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;A flagship “pay as you save” scheme will allow people to book a free consultation with an “energy doctor” at a participating supermarket or store. After an energy audit, corrective measures up to a cost of £10,000 will be recommended. Home owners will repay the cost over time through savings on their fuel bill, says Mr Barker. One of the reasons he was denied a cabinet job is because of the hatchet job on the way .&lt;br /&gt;&lt;a name='more'&gt;&lt;/a&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;It's probably for the best that Julia Gillard has opted to keep Kevin Rudd out of the Cabinet room for now.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;In fact, it's probably advisable, for the immediate future, for Ms Gillard to ensure she is not in any room at the same time as her immediate predecessor.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;This is a man who is reported to have freaked out when confronted by an inferior sandwich at 30,000 feet.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;How will he be taking the sight of his former deputy calmly, charmingly, deliberately - and with significant apparent success - dancing on his grave?&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;Thursday's press conference by the new PM must have been bad enough.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;In it, Ms Gillard - her tresses redone in a particularly murderous shade of claret - made repeated reference to the Rudd government as "a good government that had lost its way".&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;If you listen to the polls, and Julia Gillard does, you can assume the abandonment of the emissions trading scheme - effected back in April, when Newspoll went south at the angle of a Himalayan goat-track - was a significant instance of way-losing.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;And where did the relevant players stand, on the trashing of the ETS?&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;Gillard: For.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;Rudd: Against.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;Ms Gillard has never denied this, but she has done little to dispel the popular perception that identifies the dithering on climate change as Kevin Rudd's.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;If the victory press conference was tough for Kevin Rudd, one wonders what he might have felt on Sunday morning, when he unrolled the papers to find wall-to-wall coverage of Julia Gillard's renunciation of "his" population views.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;Mr Rudd has argued at length that his comments embracing a "big Australia" were not an active endorsement of a 36 or 40 million population target.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;Those figures, he explained umpteen times, were departmental projections, not an objective.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;For months, Tony Abbott has joyously capitalised on the opportunity offered by Rudd's "big Australia", suggesting that the Government's plan was for 16 million extra newcomers to be personally escorted into your job and mine by an obsessively expansionist Kevin07.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;Which is fine, because verballing Kevin Rudd is - or was - Tony Abbott's job.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;How must Kevin Rudd be feeling, now that it is clear that Julia Gillard also considers it her job?&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;The new PM's weekend interviews deliberately plant Kevin Rudd in the "increase immigration" camp, and herself several hundred kilometres away, which makes perfect sense if you happen to be Julia Gillard but cannot, one imagines, feel anything other than utter outrage if you happen to be her luckless predecessor.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;The weeks ahead will include many such examples, as Julia Gillard tacitly encourages a public awareness of Kevin07's failings, so as to deflect attention from her own.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;It's a brutal job they're doing on him.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;Under these circumstances, including Kevin Rudd in the Cabinet would amount to an invitation for him to join in.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;And that - after a week of indignity - would be the cruellest cut of all.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: white;"&gt;The press should ,and mostly won't , ask where Juilia was when&amp;nbsp; the Government "lost it's way" as she euphemistically puts it. However of some comfort to skeptics is that Gillard is showing the same reticence as Rudd to move forward on Climate Change policy.&lt;br /&gt;&lt;a name='more'&gt;&lt;/a&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;JULIA Gillard came not to praise the assassinated Kevin Rudd yesterday but to bury him. &lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;The Prime Minister has also moved with haste to bury with him as many of his contentious policies as possible.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;Gillard yesterday showed every bit of the political steel that was on display during last Wednesday night's execution by shutting Rudd out of her cabinet, despite his wish to serve on the front bench.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;While offering sympathy for the former leader, still hurt and at home in The Lodge, Gillard offered no comfort.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;While suggesting Rudd have a break and that she would be "delighted" to have him back on the front bench after the election should the government be re-elected, she made it clear she overruled his wishes, exercised her authority and shut him out of her cabinet.&lt;/span&gt;&lt;br /&gt;Rudd,Gillard,Swan and Tanner were the Gang of Four who were running the Government agenda and now Julia and her cronies are pretending to have been in a closet when all the incompetent decisions were made . Rudd has been taken to Calvary to expiate their sins so the three remaining plotters&amp;nbsp;come away&amp;nbsp;snowy clean.&lt;br /&gt;The battle will be to convince the electorate after the honeymoon period that this nonsense is true. Gillard has kept the incompetent ministry intact , while appointing Simon Crean to clean up the billion dollar mess she herself has made of the school building project BER. Now, six months later, Le Monde has picked up exactly the same story (translation here), complaining that CFCs have become the main source of CDMs.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;Half a billion tonnes of CO2 (equivalent) "saved" through the CDM between 2004-2012 have come from the destruction of HCF 23. As we pointed out in our piece, this is the by-product of HCF 22 production but, so lucrative has the CDM business become that the by-product has become the product.&lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;We now have the perverse consequences, says Le Monde, that because the price paid for the destruction of gas is up to 70 times the actual cost of production, it is now being produced in order to generate carbon credits. &lt;/span&gt;&lt;br /&gt;&lt;span style="background-color: #ffe599;"&gt;Manufacturers have increased their production, thereby artificially and deliberately maintaining high levels of HCF 23 production, which would not exist if there was no financial incentive from carbon credit sales.
